Clicking on the Layer/Rectify menu item invokes the Options dialog dialog box (which leads to the Rectification window window) for the active layer (the layer highlighted in the Legend panel).  The settings and tools in these windows provide the means to rectify and/or georeference a vector or raster (image, grid) layer to a coordinate system. If a layer contains distortions (such as a raw aerial image or old vector maps) the rectification process can also skew and Warp to the layer to correct systemic distortions to give the layer the integrity of a map.
