Creates the scale control.

PURPOSE: Initializes an FMX visual control for displaying map scale information integrated with a TatukGIS viewer.

BEHAVIOR: Creates internal resources, initializes default visual settings, and prepares the control for attachment to a TGIS_ViewerWnd instance.

CONSTRAINTS: A valid platform backend must exist before properties are used. The wrapper depends on the active PVL context and a supported target platform implementation.
