This version is a hotfix mainly for Delphi VCL users only.

• Basemaps crashes in Direct2D (VCL). DK-14169
• TiledPaint can crash on multiple MrSID layers and can be inefficient on some other image layers (VCL). DK-14173
• TGIS_Viewer.BusyShake does nothing, so busy events are not propagated properly (ALL). DK-14170
