PURPOSE: Creates a new viewer object and attaches it to the supplied parent interface.

BEHAVIOR: Creates the viewer instance, creates an internal self-reference object, and initializes viewer state by calling doCreate.

USAGE: Create a viewer bound to a parent control or host.

viewer = TGIS_Viewer(parent)

CONSTRAINTS: TGIS_Viewer is a generic base viewer and is typically used through descendants rather than directly.
