Renders layer labels without redrawing full shape geometry.

PURPOSE: Draws text labels for vector features as a separate rendering pass, which is useful for selective label refresh and custom overlay workflows.

BEHAVIOR: Renders labels for visible shapes using the current label style, extent, and query filters. The underlying geometry is not redrawn.

CONSTRAINTS: Requires an active viewer/rendering context. Returns False when no label can be rendered.
